The special week is hosted by the Malaysian Consulate General and some relevant Malaysian agencies, in conjunction with several Vietnamese bodies including the city’s Department of External Relations. The expo also highlights business networking activities between companies from both countries, as well as traditional art performances by Malaysian artists. Along with the expo is the Malaysia Education Festival that will introduce study opportunities in Malaysia and launch a program promoting education cooperation between the two countries. The most significant events of the week will be two ceremonies to mark a half century of Vietnam - Malaysian ties, with one to be held in the city next Tuesday and another in Dong Nai Province two days later. In addition, a Malaysian cultural and culinary promotion program will be conducted from June 9 to 18 at four major hotels in Ho Chi Minh City, namely Sofitel Saigon, Sheraton Saigon, Pullman Saigon, and M Gallery Saigon, with the participation of eight renowned Malaysian chefs. Also, a business networking session between Malaysian and Vietnamese entrepreneurs will take place next Monday under the host of the consulate general in collaboration with the Vietnam - ASEAN Friendship Association and Ho Chi Minh City Union of Friendship Organizations. “I am very pleased to see the Malaysia Madani Week celebrated vibrantly in the city, especially since this is an important year marking 50 years of diplomatic ties between Malaysia and Vietnam,” Ambassador Thai addressed the ceremony. The number of foreigners in Ho Chi Minh City has decreased by 50 percent year-on-year to about 60,000 as of early December due to the COVID-19 pandemic, according to statistics. The information was announced during a meeting organized by the Ho Chi Minh City Committee for Overseas Vietnamese Affairs on Wednesday, the Vietnam News Agency reported. More than 800,000 foreigners, including approximately 80,000 overseas Vietnamese, have arrived at Tan Son Nhat International Airport in the southern metropolis so far this year, Senior Lieutenant Colonel Vo Chien Thang, deputy head of the city’s immigration office, said at the gathering. The number of foreign arrivals in Ho Chi Minh City in 2019 was over four million, including 400,000 overseas Vietnamese, Thang continued. About 60,000 foreigners currently stay in the southern metropolis, down by 50 percent compared to the same period last year, the official said, adding that the number is expected to continue decreasing in the coming time. According to a representative of the Southern Airports Authority, the COVID-19 pandemic has directly impacted aviation operations at Tan Son Nhat. As of November 15, the number of flights to and from the airdrome was 153,654, down by percent year-on-year. The number of passengers on these flights was million, deceasing by percent compared to 2019. The number of international flights to and from Tan Son Nhat in 2020 reduced by 65,000 compared to 2019. In 2020, more than 17,000 international flights arrived at the airport, carrying over million passengers including stranded Vietnamese citizens, experts, and diplomats. At the meeting, competent authorities also answered questions from representatives of overseas Vietnamese communities regarding immigration and quarantine procedures, investment policies, and dual nationality policies. The months of March and April are the sunniest and hottest in the year, peaking at an average high temperature of 94 F 34 C in the latter month. The built-up areas of Ho Chi Minh City also experience an unpleasant heat island effect that raises temperatures in the city center some three to five degrees higher compared to the city’s suburbs; the coolest areas in the city can be found around the Saigon River. The driest month of the year takes place in February, as only inches of rainfall reach the ground. What to pack The smart traveler to Ho Chi Minh City packs against the sun; the dry months in the city coincide with both the lowest and highest levels of ultraviolet exposure per year. Even the year’s “low” can be risky for a pale-skinned tourist with a UV index of 10 in November to 12 in April from Very High to Extreme, the city enjoys copious amounts of sunlight in the dry months, bringing with it the risk of sunburn and heatstroke. We are deeply troubled by the detention of prominent environmental human rights defender Hoang Thi Minh Hong in Ho Chi Minh City, Viet Nam, on Wednesday this week. According to credible sources, Hoang and several colleagues were detained for questioning by the Police Division for Economic Crimes on Wednesday. While others were subsequently released and asked to return to the police station for further questioning, she was presented with a temporary detention order with charges of tax evasion. Hoang is the fifth prominent environmental human rights defenders arrested in Viet Nam for alleged tax evasion in the last two years. Dang Dinh Bach, arrested last year on the same charge, is currently serving a five-year prison sentence. Following the arrests of other human rights defenders, Hoang had closed her environmental organization, CHANGE VN, saying that she feared she would also be prosecuted. The chilling effect of such cases brought under tax laws is palpable among civil society in Viet Nam, and risks stifling debate on issues of importance to society as a whole. Arrests of environmental human rights defenders are taking place amid Viet Nam’s stated commitments to a just and sustainable energy transition. To achieve this goal, human rights defenders and environmental organizations must be able to participate freely and actively in shaping climate and environmental policies and decision-making. We are also deeply concerned about the broader trend of arrests, arbitrary detention, and disproportionate sentencing of journalists, bloggers, Facebook users, social activists, land rights defenders, human rights defenders and leaders of civil society organizations. We have reports that at least 20 such individuals have been arrested so far this year, although the real figure may be higher. Over the past few years, UN human rights mechanisms have addressed the application of restrictive legislation, including vague anti-State propaganda charges against human rights defenders or victims, including those who engage with the UN. There are also serious concerns about the independence of the judiciary, the right to fair trial, standards of treatment in detention, and the severity of sentences imposed on those prosecuted for exercising their fundamental rights, in particular the freedom of expression. We call on the Government of Viet Nam to review relevant laws to ensure their full compliance with international human rights standards. We also urge the authorities to promptly release all those arbitrarily detained, and to ensure that environmental advocates and other human rights defenders are protected and can participate meaningfully in decision-making, without being subjected to intimidation or legal harassment. This is a call that the UN High Commissioner for Human Rights has particularly emphasized to all States, as we mark the 75th anniversary of the Universal Declaration of Human Rights this year.
